Firefox cannot open new windows
I have done everything possible to fix this issue. When I install firefox, there is no issue with opening extra windows (not tabs). However once the computer is restarted, and firefox brought up, it will not open links in new windows but will open it in tabs.

You can check some prefs on the about:config page to be sure that these are correct.

For links opened via JavaScript you can look at this pref:
Start Firefox in Safe Mode to check if one of the extensions (Firefox/Tools > Add-ons > Extensions) or if hardware acceleration is causing the problem.
- Switch to the DEFAULT theme: Firefox/Tools > Add-ons > Appearance
- Do NOT click the Reset button on the Safe Mode start window

Boot the computer in Windows Safe Mode with network support (press F8 on the boot screen) as a test.
None of that worked.
You still had that problem when running in the Firefox SafeMode?
Yes, the problem still existed.
What security software (firewall, anti-virus) do you have?
Some may block pop-up windows.
