Turn off headers
The headers are displayed on forwarded messages. I tried Alt-V to switch headers to normal but the headers option does not appear.

Unfortunately, that changes the behavior for viewing messages, as well.
I want to View > Headers > ✔︎All when viewing email, but Include > Headers > ✔︎Normal on forwarded emails. Is there any way to do that?

Maybe with the add-on "SmartTemplates" https://services.addons.thunderbird.net/En-Us/thunderbird/addon/smarttemplate4/ I haven't tested it since I never display all headers.... I even use the Compact Headers add-on!
