Yes, it's true. As you noticed, Firefox 98 changed the standard behavior from "ask what to do" (before) to "save file" (now).
After the file is saved, it is added to the Downloads list and by default, the Downloads list drops open for one-click access. However, that workflow might not be for everyone.
In many cases, there is a fairly quick fix to get Firefox to prompt you. Here's how:
(1) You can try changing the behavior for the specific file type on the Applications list on the Settings page. This article has the steps:
Manage file types and download actions in Firefox
(2) If the file type you want to manage is not listed there, try this first: open the Downloads list, right-click the file, and choose Always Open Similar Files.
Firefox then should add that file type to the Applications list with a "Use [default application]" action. You can use the steps in the previously mentioned article to change it to an Always Ask action if you prefer that.
(3) If that menu item is missing for these downloads, the site might be misidentifying the file as generic binary content instead of identifying it as a specific type. This is harder to work around, but I can suggest an add-on.
There is no option for making the word document do the prompting
I can suggest using my Add-on which overrides weird server content types based on the file extension:
https://addons.mozilla.org/firefox/addon/content-type-fixer/
After installation, click its Zzzz button on the toolbar to wake it up. Word document extensions (DOC and DOCX) should be corrected to Microsoft's content types.
That should allow using step (2) -- "Always Open Similar Files" -- to add each Word document type to the Applications list as you download them.
How about reverting to the older Mozilla? , Is that possible?
There is a separate series based on Firefox 91 called the Extended Support Release. Its feature set is Firefox 91 but it does get regular security updates and will remains stable until August-September when it will update to Firefox 102. If you want to try that, this article has more information: Switch to Firefox Extended Support Release (ESR) for personal use.
