I cannot create a mozilla.org bugzilla account
In the website bugzilla.mozilla.org, I cannot create a new account. I go to the create account page, but it says I need to log in before I can view it. I don't think I can, since I need to create an account before I can log in to create an account, and it presumes that I have an account before I can create one.
Is this actually intended, or is this a bug? If this is something I need to report on bugzilla, it will be difficult to do so, as I do not have an account.

Why do you want to create a Bugzilla account? Did you find a bug in Firefox and do you want to report it ?
Note that Bugzilla is meant for reporting a valid bug and not for commenting on existing bugs.

On the create account page I see that you need to enter a valid email address and once you confirm this email you can continue and set a password,
Please give us an email address you want to use. Once we confirm that it works, you'll be asked to set a password and then you can start filing bugs and helping fix them. I have read Bugzilla Etiquette and the Mozilla Community Participation Guidelines and agree to abide by them.
How far do you get ? Can you click the blue "Create Account" button that shows in the screenshot ?
