Tested on both ESR and latest stable release. This behavior remains same across many of my drives. I happened to encounter this out of the blue when I noticed significantly longer upload time than usual.

This appears to be a logged bug that is being investigated, although the last update was around 7 months ago. I wish I had a fix or solution for you here.

7 months into this with no fix? I am really surprised. Glad to have that info on bug. Hope someone does fix it sooner as this is really an issue.

Filed a bug 1605313 . Also found out that if a new tab is opened then this too reduces speed of active tab responsible to upload.
