Try the Firefox version from the official Mozilla server if you currently use a version from the repositories of your Linux distribution.

I'm using v71.0(64-bit), Mozilla Firefox for Linux Mint, mint-1.0 and still have this problem.

why this downloaded Firefox works fine while the one from `apt` or `snap` does not sync my passwords?

Ubuntu usually makes some changes to the special branded Firefox versions they provide via the repositories, so you need to contact Ubuntu support for questions about its Firefox version.

Was also having trouble, turns out I had to initiate a sync from my Desktop session.
