CANNOT OPEN MOZILLA THUNDEBIRD (TB).
I HAVE BEEN USING TB FOR SEVERAL YEARS, HAVE THE LATEST VERSION AND RUN WINDOWS 10 ON A DELL LAPTOP. SEVERAL DAYS AGO, AND SINCE, WHEN I TRIED TO OPEN THE PROGRAM, NOTHING HAPPENS, NO ACTION, NO MSG. I TRIED TO DE-INSTALL PROGRAM (SO I COULD REINSTALL),AND I RCVD MSG SAYING UNABLE TO DEINSTALL BECAUSE TB IS OPEN. I CHECKED "TASK MANAGER" AND IT DOES NOT SHOW TB AS OPEN. WHEN I CHECK MY PROGRAM FILES, TB IS LISTED AND INSTALLED.

First... there is a caps lock key on your keyboard. USE IT
have you rebooted our computer? What about just running the installer, it will install without the other being uninstalled.

I have rebooted several times. I have tried to install the latest version on the Mozilla site. Error msg says the .exe could not run due to an error. As I noted in previous help msg, error msgs say TB is open, although my Task Manager does not show it as being open. So I can't run the program, nor remove the program or reinstall the program. Help!!

Nothing, but it hurts my eyes and is considered in old style internet text as shouting. Basically use it and get ignored is the implication

Did you check for a task in the tasks pane of task manager. Applications start as tasks and end as tasks, so you need to kill and running task for thunderbird.exe.
Finally check in your profile folder for a file parent.lock and delete it.
If that does not work, please provide the error message you are seeing, verbatim.
