If you had to completely reinstall OS then this would have removed everything on computer.

If you used 'Refreshing your PC', this would have saved any Microsoft windows files and apps, but removed everything else.

If you used 'Restore to an earlier point', you may have restored to a point before Thunderbird was added, so it would have removed Thunderbird.

Check: Is Thunderbird installed ? In 'Control Panel' > 'Programs and Features' Is Mozilla Thunderbird listed?

In 'Program Files' or 'Program Files (x86)' is Mozilla Thunderbird listed?
