You should a this spinning indicator on the tab rotation counter clockwise while Firefox is trying to connect and rotating clockwise while loading the content.
If the pinning stops then something might be wrong and you can try to close the tab with a middle-click on the tab.

I don't use tabs

I need to have multiple windows open and the tab bar just wastes space. So I really need the activity indicator on the toolbar

I'm sorry to report the activity indicator has been permanently removed as a choice from the Customize panel. :( Tabs will still show the spinning throbber aka activity indicator but the separate movable activity indicator has been removed.

It may be possible to restore this indicator with a addon but one does not seem to be created at this time.

You can search https://addons.mozilla.org to find one. But since this is a very recent change I don't think anyone has had time to fix it with a addon.

You can try installing this addon to see if it brings that option back but I'm not confident that it will:
