Firefox 7, when I attempt to open bookmarks,I get a Not Reponding symbol?

When my computer is shutdown or restarted I attempt to open my bookmarks by clicking on the bookmarks tab and I receive a Not Responding symbol that shows for about one minute before I can open my bookmarks. Why does this happen in shutdowns or restarts?
