Trying to setup the cell and PC to sync and get an error message that my PC is not following along

As I follow the instructions and get to the scan my PC bar code on the PC screen with my cell phone it causes the computer to respond which is only to give me an error that the PC is not paring or just sits on the same screen with nothing basically on it.
