My passwords in Firefox for Android will not sync with my Sync account

I recently got a new phone and wanted to sync the passwords I have saved on my old phone. I haven't had my passwords from my old phone (Samsung Galaxy S6) sync with my computer in some time, but it didn't matter because I have Avast on my computer which saves my passwords. Now it's a problem because I need my passwords on my new phone (Samsung Galaxy S9). My sync account works fine from my computer to the new phone (passwords saved on my computer populate fine), but I can't seem to get the old phone's Firefox to sync correctly. Firefox is updated on all three, I have signed in and out of my account on both phones (deleted the account from my old phone and signed back in), manually synced, and have not been able to find a solution to get the passwords to sync.
