Why won't show suggestions stay enabled when I restart Firefox 4?

I have enabled "show suggestions" in the search bar and in the "Manage search engines" dialog box and it will work while Firefox is running. However, when I restart Firefox, it is always disabled. I have also went to "about:config" and set it show suggestions to default with no luck.
