Trying to download from a link redirects to a File not Found page, but if I refresh it will eventually download?

I'm trying to download from a website that redirects to a server address with the file i want to download on it. When I click the link, I am redirected to the address in question, but instead of downloading the file it simply says file not found. Now, I know the file is there because this same website works perfectly in IE11. I want to use FF because I'm downloading a lot of files from this website but IE's download limit is frustrating. The website also doesn't work in chrome.

I have tried clearing my cache and cookies, as well as using (ctrl-shift-R) and (ctrl-F5). This didn't really do anything different than when I was mashing F5 and the file would eventually download.

I have tried adjusting the download limit for IE in the registry and group management and it didn't work.

I am running Firefox 37.0.1 and Internet Explorer 11 My OS is Windows 7, with the most recent SP.

I have included a picture of the error.

I understand that on a particular website not mentioned that there is a Fiel Not Found error. Is this site on the Safebrowsing blocklist site maintained by google?
