New tabs open a window despite options

Just upgraded to v11. Every time I open a new tab, Firefox opens a window. I have checked and unchecked the option under Tools many times but it doesn't seem to have any effect. I just want a tab, not a new window.

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox/Tools > Add-ons > Appearance/Themes).
