I downloaded the new Firefox 4, and it is not compatible with my current operating system (PowerBook G4 , Mac OS X 10.4.11). I would like the pre-version 4 Firefox. Is it available?

Firefox 4 requires at least OS X 10.5 and an Intel Mac.
