Win11 Pro 23H2 up-to-date, just d'ld "Firefox Installer.exe" and tried to run. Box pops up: "Sorry, Firefox can't be installed. This version of Firefox requires Microsoft Windows IO or newer. Hmm the file should be for example "Firefox Setup 137.0.2.exe" and not Firefox Installer.exe

You can get this requires Windows 10 message if you try to download the Firefox setup from mozilla.org https://www.mozilla.org/firefox/all/desktop-release/ while running Firefox in Windows 7 compatibility mode for example.

Directly running "Firefox Setup 137.0.2.exe" does exactly the same thing (it just bypasses the convenience of "Firefox Setup.exe" finding the latest version. So again, the question is: "Exactly what does the Firefox installer query to determine the OS version to not recognize Win 11 Pro 23H2 with 32GB RAM?"
