can't enable vpn - stuck in a loop clicking on the VPN icon and getting "get started"; but I'm already authenticated

I'm stuck in a loop with trying to enable VPN. Initial click on the vpn icon in the top right gives me a popup with a "Get Started" button. I clicked that and went through the authentication process (logged into my mozilla account). I then got the popup with the "Next: Turn on VPN" message. However I click on the top right icon again (as indicated in the popup) but I'm back to the icon with the "Get Started" button - then round again...
