I closed a PDF file but can not move it to another folder. Windows says it is open in firefox. I closed firefox and it still says it is open in firefox. I even restarted windows and it still says it is open in firefox. How do I get firefox to close and release the file?

I haven't heard of that problem before. It is locked even when Firefox is not running? That seems like some kind of Windows file metadata problem. Can you right-click > Copy (there's an icon at the top of the context menu) then right-click > Paste the file into the same folder to get a copy you can move?
