In the past, I was able to freehand highlight PDFs that did not recognize the Text. I was using this function this week; maybe the newest Firefox update is at fault. Without this, half of my documents are not really usable in Firefox. Everything else works. If it recognizes the text, I have no problems; the pencil tool also works just fine.

That sounds like bug 2034980. If it's indeed the issue you experience, let's give the team some time to take a look.
