I am unable to download a file from a link using the right click method. When I right click on a link to download a file if I select open in a new window or open in a new tab all that opens up is a window or tab of the exact same page from which I am trying to download. In IE, there is also the choice of "Save Target As..." which results in a download window opening up and and giving you the choice of either saving the file or running the file. In Firefox, this option does not exist. The only option other option that exists is "Save Link As..." which only saves the page as an HTML Document. So, I can not figure out how to download a file from a link, period. Can someone please help me?

"Copy Link Location", then paste it into the location bar.

If you want to download the file immediately, simply click the link. There's no need to right click it at all.

The difference between Firefox and Internet Explorer is that the latter browser is an integral part of the Windows operating system. Therefore, by right clicking and choosing "Save Target As", you're effectively giving the operating system rather than IE a command to do something.
