Firefox with Virtual Desktops on Windows 11 - restoring tabs per desktop

I am using Windows 11 and I have 3 virtual desktops. In my Firefox settings "Open previous windows and tabs" is checked. One time I'll close Firefox and reopen it later and it opens up in all 3 virtual desktops and restores the tabs for each. Great! The next time I reopen it, it loses all the tabs and opens up in the current virtual desktop to the web page I have set as home. Not so great. The behavior seems kind of random. How do I get it to work the way I want all the time? Is there some additional setting or plugin that would do it? Or do I have to close Firefox in a certain way to get it to reopen the way I want? Is it affected by my use of Firefox on other devices with synced Firefox settings?
