Why isn't there a focus outline anymore, after clicking on something?

Once upon a time, if I was going-through a list of articles, for instance, when I would right-click on one and open it in a different tab, read it, then go back to the page with the list of articles, the title I just clicked-on, would have a dotted-line box around it; now, it doesn't do it anymore. It did it Saturday, and now it's back to not doing it. Is there something I can do to change this? As it is now, I have to start-over reading each title in the list, to find the one that I just read, so I know where I left-off. It's terribly annoying, without that "highlight" feature.
