Yes, but... first you need to get the old backup file onto your new computer.

(1) Attach your old hard drive to your new system so you can access it as the "E" drive (or whatever Windows recognizes it as). The details of this step are beyond the scope of this forum.

(2) Make sure Windows 10 is set to show hidden files and folders: http://windows.microsoft.com/en-us/windows/show-hidden-files

(3) Explore your old hard drive, which I'll call "E" for my convenience, to locate this folder:

E:\Users\username\AppData\Roaming\Mozilla\Firefox\Profiles

(4) In the Profiles folder, you should see one or more semi-randomly-named folders. Each one should contain a folder named bookmarkbackups that contains compressed data files. These files should have a date in the name and a number of bookmarks in the file, similar to this, if you had 999 bookmarks:

bookmarks-2016-09-10_999_gibberish==.jsonlz4

Note: The contents of this file can't be viewed in any other program, but can be restored to your new Firefox.

(5) I suggest copying the files to your new Windows desktop so they are easier to access than buried way down in the old hard drive.

(6) In your new Firefox, call up the Library dialog as described in this article: Restore bookmarks from backup or move them to another computer.

Under Import and Backup > Restore, select "Choose File" and navigate the dialog up to your desktop where you copied the old files.

Success?

The Bookmarks Toolbar and Menu Bar are not displayed on a brand new installation of Firefox. To turn different bars on and off, you can use one of these methods to show the toolbar list and select the desired bars there:

To turn on the Menu Bar, Bookmarks Toolbar, or other bars, click it on the list.

Hi  dines,
Firefox creates a handful of automatic backups of your bookmarks that you could restore:
I'm going to find a link to an article that explains all about it.
I found this article: 'Recover lost or missing bookmarks':   http://mzl.la/1BAQGUu
