Not able to open my ISP (Tata Photon Max WI-FI) log on page 192.168.1.1, "The connection was reset" !

Everything was working fine until I decided to upgrade my HP dv6 3123tx laptop i5, 2.53GHz, 64bit (2011 model) from 'Win 7 Home' to 'Win 10 Home'. I had connectivity issues and I was not able to open 192.168.1.1 to log on to tata photon max wi-fi to gain access to internet. So i downgraded back to 'Win 7 Home', but the issue still persists.

I tried to contact microsoft chat support and they told to update wi-fi drivers and check with ISP. I updated/re-installed wifi drivers nothing helped. Even I tried disabling my Kaspersky Internet Security antivirus, but that didn't resolve the issue. What I have observed is that even when I am not connected to any network, I get the same message "The connection was reset" when I try to open 192.168.1.1

At present, I log into ISP 192.168.1.1 from my mobile and gain access to internet. That opens the doorway for 4 more devices to get connected to Tata Photon Max Wi-Fi and that is how I am using internet at present. ( A very long cut )

I am repenting now that I upgraded to 'Win 10 Home'. :( Please help
