Could be a temporary network or DNS issue. I'd first check whether w3.ibm.com opens in another browser or on another network. If it works elsewhere, clearing Firefox's DNS cache or checking proxy settings would be worth trying.

try https://ibm.com i.e. without the subdomain

Here in the UK that brought me to https://www.ibm.com
