Version 142.0 (64-bit) on my Dell Laptop. Screen will not refresh on address bar or using refresh button after screen sits for 1-2 minutes. The top menu bar will still work.

Some users have reported that their main toolbar appears to be blocked in certain circumstances, and their workaround is to move the tab along the tab bar (for example, exchange the position of two tabs). Does that seem related to what you're experiencing?
