Firefox won't respond to alt-tab

I can't get Firefox to go in the background. The only thing that works is to minimize it. Clicking on an icon in the tray at the bottom of the screen opens a new program, but it stays behind Firefox. I've tried restarting the computer but it still does it. It hasn't always done this, it's a fairly new thing. I'm running Windows 10.

Have you checked your browser settings to see if what is settings tells which Browser windows remains on top?
