Warning box popup saying "Configuration Error. Failed to read the Configuration File. Please contact your system administrator"

When I click on Thunderbird to read my Emails I get a warning box popup saying ( Configuration Error. Failed to read the Configuration File. Please contact your system administrator) When I click OK the box closes and Thunderbird Email starts up and I can then read and send emails. I can't contact the administrator because I am him and I don't know how to fix this error. I would be pleased if any one out there knows how to correct this error. Thanks for Helping.

Check to see if Anti-virus is conflicting with Thunderbird. What Anti-Virus are you using ?

Either restart computer in 'Safe Mode with Networking' - you will need to connect computer to router using an ethernet cable as it will not operate using wireless connection. This is the ideal process as it will temporailly disable both default Anti-Virus and any you installed. Then start Thunderbird. If it starts up ok then you know it's probably the Anti-Virus.

OR uninstall / disable the Anti-Virus and then start Thunderbird.

You could also access Anti-Virus and set up an exclusion to not scan your profile folder. Then start Thunderbird and see if the pop up does not appear.
