In Options, Privacy and Security, History, I choose never remember history, but it keeps going back to the default setting, why?

Why won't my selection of "never remember history" become permanent as it has been in the past. When I choose "never remember history" and then exit and then return to Options, Privacy and Security, History, it has been reset to the default setting again. This just started happening with the last update of Mozilla when the Start Page changed and I noticed that my Privacy and Security, History, option "never remember history" had been changed also. How do I get "never remember history" to become a permanent option?
