please clear your cache and cookies, by following these steps:
- Open the Tools menu at the top of the Firefox window, select Clear recent history
- In the Clear recent history window, select Everything from the dropdown list.
- Click the arrow next to Details once, then check Cache and Cookies.
- Now, click the Clear now button to clear history.

I got this today and spent a few hours trying to figure this out. I'll tell you what I looked at and what the end result was.
I had uploaded a bunch of files (700) to a server, really fastly using FileZilla. This was for a Drupal mod. Pretty standard stuff I had dome many times in the last few weeks. Then I tried to go to the an admin page at the web site.
Timed out.
Went to an old web page at same site to see if it was the Dupal CMS site, or the whole website (shared server, btw).
Timed Out.
Checked FileZilla.. did not work.
Okay.. the server is down, right? Wrong. Checked with other people.. they could get in.
Tried a fdifferent browser, did not work. Closed both browsers, turned off all firewalls and antivirus stuff.. still did not work.
So, I spent an hour or so cleaning caches, cookies, rebooting, did a command line DNS flush. Nothing worked.
I contacted my ISP.. optonline.. they swore that they do not stop their customers from going anywhere. I believed them.
Then I realized.. hmm.. maybe the web host decided to blacklist me while I was working on the web site.
Nah.. that's just stupid. It couldn't be that.
THAT.
Inmotion is the culprit.
Not only did they blacklist my IP address.. they made sure I could not email the domain either. Luckily the website owner had a gmail account that I used.
Inmotion could have sent blacklisted traffic to a web page that tells them they are blacklisted.. save us all some time.
Inmotion could have emailed the site owner that they have seen "suspicious activity" and that they blacklisted a Optonline IP address. That would have saved us all time.
No.. Inmotion decided that I needed to spend today solving the "Mystery of the Web Page Time Outs".
I certainly hope that this post costs Inmotion some business and saves the rest of you a lot of time.
I also had the same problem but since I did not yet solve it.
Il also have a server to manage many websites and when such problem happens I can't access anything.
It happened when I submit a form with a new WordPress template I uploaded on my site. the template is INFOCUS. I think this your answer is the solution for it but there is something else I realized on my server: everything comes at normal after 30-45 minutes. I asked to my hosting provider, he took the IP address I use to connect but he replied to check the template if there is something blocking as SMTP configuration or adding a captcha on the form.
I'm trying to resolve it in that way but if someone has another solution thanks to provide.
