"whatsnew" page translation problems

My Firefox is in English, but the new update page is never displayed in English,

Problem number 1: It should be based on the installed language.

Problem number 2: It says PT-PT but it's 100% PT-BR, What is "celular" and "privativo"?, sintax does not conform to european portuguese either.

Right, currently missing content from one language region is filled from the region that has the content already translated. If you want to file a bug about this, the right component is bugzilla.mozilla.org/enter_bug.cgi?product=Mozilla%20Localizations&component=pt-PT%20%2F%20Portuguese

The What's New page should indeed open a locale of your installation. If you go to your Help menu and select "Get Help", which support site opens for you, en–US or pt–PT?
