You can copy the link after saving the file. Right-click the download on the downloads list (either from the toolbar button or Ctrl+J) and "Copy Download Link".

However, if you don't want to save the download, it's more complicated. I use Firefox's developer tools to capture the request URL, but that requires extra steps to set up -- opening either the Network Monitor or Browser Console -- before triggering the download. If you're curious about these tools:
