"Homepage" backround photo, and the "gear icon" is now missing on (Windows 11)
I'm having a problem trying to download and save a "back round photo" on my homepage, the "gear icon" is also missing at the bottom right corner of the screen...only the "edit icon" appears and its useless.

What gear icon? I haven't seen one on Fx . Do you mean the Windows one ??
Maybe you could show a screenshot and highlight where you think the gear icon was
The one on the new tab that was in either corner based on the version (moved about in around v138 IIRC), which, now symbolized by the useless pencil, has exactly the same content and capabilities to set the wallpaper there:
