Help with nuisance message that appears

"Firefox is already running, but is not responding. To open a new window, you must first close the existing Firefox process, or restart your system." This message appears when I have closed Firefox but then attempt to reopen. It is not constant.

I can't open the article. If I either double click the link or paste it in the browser, it takes me to the question and answer I can't open the answer. Therefore, a new question. Is this the link? https://support.mozilla.com/questions/751526#answer-102233
