new outgoing window has no send button
Just updated to new version on Mac. When I want to send a message the new window has no send button

The Composition Toolbar is probably hidden. See <View | Toolbars | Composition Toolbar> on the Write window's menu (if the Menu Toolbar is hidden, press <Alt> to reveal it.)
The Send button should be included in the Composition Toolbar by default, but if it isn't, right-click on the toolbar and choose "Customize" and you will be able to drag icons on and of the toolbar as you like.
You can always send a completed message by pressing <Ctrl (or Mac equivilent)+Enter> whether the icon is present or not.

I had exactly the same problem, and I was able to restore the toolbar the same way. BUT, instead of "Send", the button says "Send Later". What's with that?

If it's way over on the right side, that's probably from the Send Later add-on. But you should still see the Send button on the far left. Please post a screenshot.
