Cannot access a website keep receiving 403 Error message
Have cleared browser cashe and rebooted, all to no effect,so how can I complete an upload of requested information if I can't get through and keep getting the 403 error message?

You'd have to. ask the website operators — it's something they might need to resolve.
Of course there's always a slight chance you're triggering some security processes if your addons are tampering with the content, so you might try restarting into Troubleshoot Mode (from Help menu) to load that without any extensions, and also try opening the site in a new Private Window to get a fresh session in case that's something that confuses the site from history.
If you have some site examples and can upload a screenshot of the error you're getting there might be more signals in that.
