Can you use a higher zoom level on your phone camera to isolate the QR code? Obviously it should detect it automatically, but just to give it a hand.
Oh wait, a Macbook Air is a laptop, right? Try the steps here: How do I set up Sync on my computer?
Note that the QR code is usually a link to install Firefox on this device. You can install Firefox from the Apple store and connect to Sync using the email address and password.
