Is the file downloaded to the downloads folder on your Android device?
What kind of file is it? One use of the .xpi file extension is for Firefox extensions. However, those files are ZIP archives containing mix of JavaScript, CSS, HTML, and image files. I don't think Firefox will open a ZIP archive in a tab (even though Firefox understands how to read one as an extension).
