Organize bookmarks with tags..I think..best way to organize is with tags?

Gosh clicked on show details about you're educated guess in reference to the current browser and operating system and my question disappeared? I want to organize my bookmarks. I using tags the best way? I want, medical, ceramics info, shopping info, etc. so would tags be the best way to find the topics easily? When clicking on the old sites/bookmarks to add a tag there is no reference to tags anywhere on the page. How do I add one? According to the help system it should be at the bottom of the page...NOT. Please advise.
