It seems strange, but that menu choice was renamed to Show All Bookmarks.

(I see: the screen shots in the Exporting bookmarks to an HTML file article are not yet updated.)

To export bookmarks in Firefox 4, click on the Bookmarks tab at the top, then click on Show All Bookmarks, Then click on the little star looking tab at the top of the Library window (upper Left). There is your import/export functions. Blessings to all,
