Would be helpful if you gave more information about these as what they look like and where they are placed so people can help you..

For example there can be web push notifications popups on bottom right corner of Firefox windows from sites that you have allowed to send yo notifications from. They can be junk, spa, fake virus alerts or even fake alerts from some antivirus clients like McAfee. https://support.mozilla.org/en-US/kb/push-notifications-firefox

Saying Norton popups can mean a number of things as they can be from Norton if you have it installed or they can be fake popuos or web push notifications.
