The mobile Firefox is only for phones and tablets running Android 2.2+ and newer.

I see you posted this with a iPad as there is no version of mobile Firefox for iOS devices like iPad or iPhone and there is no version for Windows Phone OS's. Both due to restrictions by Apple and Microsoft.

Does the tablet have the Play Store app installed? Most Android devices should have it. If it does search for Firefox on the Play Store app.

It is also possible to install Firefox from the desktop site. Login to https://play.google.com/store/apps/details?id=org.mozilla.firefox with your Google account and press install. It will offer to install it onto your device.
