why does firefox save to the temp dir even though i have it set to download dir
i even tried to turn on suggest save dir when saving but firefox saves straight to the c dir temp file always...

It is possible that your anti-virus software is causing the problems by preventing Firefox from moving the file from the temp folder to the destination folder.
Try to disable the real-time (live) scanning of files in your anti-virus software temporarily to see if that makes downloading work.
