While composing an email the "List Properties" box pops up when I double click any word in a bulleted or numbered list.

Thunderbird Beta 67.0b1 (32-bit) It happens while composing an email with either a bulleted or numbered list. If I double click on a single word to highlight it in a line of a bulleted or numbered list, the "List Properties" dialog box pops up. For example, if I double click on a misspelled word to fix it, the dialog pops up, but it is not limited to only misspelled words. This happens consistently regardless of the word or line in the list. The dialog box will close normally when I click Cancel, but reappears if I double click on a word in the list again.

I don't believe this is expected behavior. Could this be a bug?

In TB 60.6.1, double-clicking a list entry doesn't bring up the List Properties dialog (it's available in the Format menu), whereas I can confirm it does as you say in 67b1. I couldn't find anything reported on Bugzilla, so it looks like a new bug.

Bugzilla already had this issue recorded. https://bugzilla.mozilla.org/show_bug.cgi?id=1529915

I added some additional information for troubleshooting. Hopefully, it will be useful to others.

Suggest Workaround: Click, hold and drag to highlight a word in a numbered or bulleted list. This action will not bring up the "List Properties" dialog box.
