There used to be an about:config setting (I think it was a dom setting) that prevented websites from forcing full screen when opening a new page. Like a login page for example.

This setting had resolved the issue for me for some time, but now it's back. Firefox 48 for ububtu

Type about:config<enter> in the address bar. If a warning screen comes up, press the Be Careful button. At the top of the screen is a search bar. Enter dom.disable_window From this list, set everything to True.

setting everything in this list to true did resolve it.
