Firefox won't start after it has been closed down. Why is this?

After I close Firefox I sometimes get the following message when I try to restart. Firefox is already running, but is not responding. To open a new window, you must first close the existing Firefox process, or restart your system." The Windows Task manager insists there is no Firefox process or application running. Why is this?
