impersonating

I want to know can someone hack Gmail accounts without logging in? I received mails from instagram that new login has been from new device with location from russia. another email few minutes after the first saying new login from iphone from bangladesh ,and third email that the password has been changed . The username which was mentioned is not created by me.someone used my email. also how does Instagram have my email address?As it might be I had a Instagram account which was created in 2019 and then deleted the app from my phone.I had only used it for few days. There is no direct complaint portal where such kind of incidents can be reported.all is automated which is dumb. I tried to complain but emails relies were to send a authenticated government ID which I should hold in my hands and send them a picture so they can authenticate and take action for the account. As I informed that the user ID is not the one which I have created why they should have my ID? but no response and same reply again. is there a dummy Instagram website?which we log in through the net instead of the app? is this a phising scam ? I changed the password and also put in new email address in the same account with the same username . I want to find out more and also alert those who might fall victim of such events. Please help if have more knowledge about it.
