if talk talk do not know what they are there is nothing else for the rest of us but guessing. Those settings are specified by the internet service provider that owns the server.

They are provided here https://help2.talktalk.co.uk/email-settings-imap-pop3 as Outgoing mail server smtp.talktalk.net Outgoing Port 587 Outgoing SSL Yes Outgoing Authentication Yes (which I would translate to normal password.)

disable your anti virus program from scanning mail and see if that helps.

TalkTalk recommends that you set up TB with the outgoing server = smtp.talktalk.net on port 587, connection security = none, authentication = password, transmitted insecurely.

If you're connected to the TalkTalk network, what happens if you try the same server, but use port 25 with no connection security and no authentication?

It shouldn't be necessary, but if there's no way to get the talktalk smtp server working, I'd be inclined to add a Hotmail/outlook.com or gmail account, then add the talktalk account to the new account to allow you to send on the outlook or gmail smtp server from the talktalk address. This would have the added benefit of being able to send mail even when connected to a non-talktalk network.
