This is not being caused by Thunderbird.
This is a keyboard issue. Try to use those same keys in other products such as MS Word or Notepad etc. Go into your 'Control Panel' and check all your keyboard settings. also check 'Region and Language' to make sure the keyboard is set up correctly.

Unplugged the keyboard and plugged back in and that solved the problem.
